Abstract: In the article the problems of prospectivity assessment of the software development projects are investigated. Based on the analysis of guidelines for the development of scientific and technical software we offered the structure of evaluation criteria of promising IT-project. We constructed a hybrid model to estimate the potential of the market software concept based on functional network parameters.
