Abstract: In the article we presented the aspects of social and economic development, imposing restrictions on the construction of analytical models exclusively designed to assess its level and forecasting. We draw the conclusion that the cognitive approach is useful in addressing these challenges. We propose a conceptual representation of a cognitive map.
