Abstract: The structure of information system of territories’ energy efficiency analysis is considered. System allows building cognitive maps hierarchy that represents the connections between factors that have an influence on the energy efficiency state, defining the membership functions for fuzzy estimation of factors through indicators' values and generation rules and formulas for indirect estimation of the factors. The system performs the territories’ fuzzy clustering to take into account the influence of external factors. Tree causes can be created as the result of analysis.
