Forecasting: creation of technical data base and time series of patents

Annotation: In the given paper, the authors consider the problem of technical development forecasting, the use of patent method for technological forecasting in perspective, as well as application of time series of patents in IPC subgroups for revealing the main subgroups which include the most perspective or/and breakthrough technologies.
