Abstract: Problems of efficient allocation of resources need to be addressed in the various spheres of human activity. The increasing in the number and size of urban agglomerations, identifying and resolving arising problems necessitates a rational urban system management. In the concept of smart city there are several key points, one of which is the optimal allocation of resources based on the infrastructure of information and communication technologies. The paper presents a meaningful staging applications as well as describes how a general mathematical model of resource allocation problems in a hierarchical system is built
