Abstract: Relevance. The increasing regulatory and legal requirements for information protection in critical information infrastructure (CII) facilities necessitate the development of a system of quantitative measures for assessing the security of application software being developed and used. Purpose of the study. Development of an advanced method for quantitative security assessment of application software based on the methodology of the international standards for software quality. Methods. The study comprehensively employs methods of system analysis, formalization, synthesis, comparative analysis, computational experiment, and regulatory alignment. Scientific novelty. A concept has been developed for introducing a system of quantitative security assessments of application software and a new software security sub-characteristic, "software security levels", as a quality indicator for software under development. A three-level framework for establishing software security levels is proposed, based on a two-contour aggregation model in which blocking and gradable metrics play mathematically distinct functional roles. Results. The applicability of the proposed concept is demonstrated through a case study of calculating security metrics. Practical significance. The proposed system of quantitative assessments for refined security metrics can be applied in projects involving the development and modernization of application software for critical information infrastructure facilities.
