Model, algorithm and software implementation data processing for video codec

Abstract: In this paper we developed and implemented a model program control unit preprocessing, video codec, which has artificial intelligence, which is chosen as a synergetic network computing architecture microtubule cytoskeleton of the neuron. A complex algorithm intellectual preprocessing, the result of which is no longer an image and a description of the image.
